Abstract

Traffic enforcers played a crucial role in ensuring order and security on the roads through traffic regulation compliance, the management of traffic violations, and the promotion of discipline among motorists and pedestrians. This study explored the challenges encountered by traffic enforcers in the implementation of traffic rules among noncompliant road users. The study adopted a qualitative approach using a phenomenological design in a city in the province of Misamis Occidental and targeted traffic enforcers. Ten traffic enforcers were involved through purposive sampling, and data were gathered through semi-structured interviews and analyzed using Moustakas’ thematic approach. The results identified six prominent themes: resistance and lack of discipline among road users; operational and systemic enforcement challenges; professionalism, patience, and respectful communication; enforcement through citations and penalties; strengthening traffic education and awareness campaigns; and consistent and fair enforcement of traffic regulations. The findings revealed that traffic enforcers faced multiple challenges in implementing traffic rules among non-compliant road users. These included resistance and lack of discipline among motorists and pedestrians, operational and systemic enforcement issues such as limited manpower and inconsistent rule application, and emotional stress caused by confrontations. Despite these difficulties, traffic enforcers managed situations through professionalism, patience, and respectful communication. The study also revealed that effective enforcement depended not only on penalties and citations but also on continuous traffic education, awareness campaigns, and consistent and fair implementation of rules. Overall, the study highlighted that a balance between firm enforcement and public cooperation was essential to promote discipline and ensure safer road environments. The research concluded that traffic enforcement was most successful when it reconciled firmness with fairness, authority with education, and discipline with respect, thereby ensuring safer and more disciplined road usage. It was recommended that traffic management agencies strengthen institutional support, provide comprehensive and continuous training, adopt innovative technology-driven solutions, and intensify traffic education and awareness initiatives to foster public trust, minimize resistance, and promote safer, more compliant road use.
